H1B Transfer during consular processing

Hi, 

I am working for employer A on H4 EAD . My H1B is approved which was applied under consular processing last year. 

Can I change to employer B and do H1B transfer with the approved copy(which was done under consular processing) while I am still on H4 EAD?

Please advise.

You can only transfer the H1 once you have started working on the H1 for the original employer.

I have a question here. We normally see people who apply for H1B transfer and start working for the petitioner on receipt notice. Cant he/she do that in this case/

No. That requires that the person already is in H1 status.
