H1B Transfer from Employer A to B in March 2019

I am planning to transfer my H1B extension approved in Sep 2018 and visa valid till Sep 2021 from Employer A.

1) s premium processing available to transfer from employer A to B for cases submitted in March 2019?

2) I am planning to travel to my home country in May 2019, is it advisable to travel if my transfer is initiated by Employer B and its in PENDING status?

Premium processing currently is not available for cases after Dec. 21, 2018, which you could have found out in a 5 second Google search. Please do your homework next time.
