Employer change and HR-1044

Hello All, I am joining as Full time where I am working as contractor. My new employer is planning to file GC for me. Since I have to go thru all the process and port my I-140. My priority date is AUG-2010.

If HR-1044 becomes law as per proposal it is said that "Anyone with an approved I-140 is guaranteed to receive Green card earlier than the person without approved I-140 at this time." This statement confuses me, can anyone help me, will I still qualify (hr1044) even after reapplying I-140 with new employer?
