TD Visa Application

As you all know TD visa is for spouse/dependent of TN visa (Canadian national). My wife  and kid are Indian citizens and PR of Canada and presently living in Canada.  

1. Where they should apply for their TD visa in Canada (being PR) OR in India (being Indian Citizen)? If they apply in Canada is there any issue?

2. What happens to existing B2 visa if they apply for TD visa?
