Difference between H1B -> F1 vs H4 -> F1 processing time?

Is there a difference in processing times between an H-1B to F-1 change of status versus an H4 to F-1 change of status? I'm trying to determine whether the processing times that the USCIS is providing for the Vermont Service Center are equally likely if you are an H-1B, or if the fact that you are an H-1B means the COS will likely be determined more quickly? Any thoughts would be appreciated.
