Can we file H4 while H1B is in Amendment Process ? I am in India and My H1B is stamped in Dec 2018.

Can we file H4 while H1B is in Amendment Process ? I am in India and My H1B is stamped in Dec 2018. I have not moved to US yet , so will not have EVC and Pay stubs . 

As of now I have new LCA with me , but amendment to H1B/I-129/I-797 is still in Progress.  At this point , is it advisable to wait for Amendment to complete and then file Dependent visa? 

In DS160:

--> Address where you stay : - should be this address in specific with “Location” as current I-129 document ? But the new LCA has Louisville address.—Please advise what should be US address of stay.—As we don’t have amended I-129 at this point

-->Should she(Dependent) carry all Amended Documents : New LCA, new I-797B and New I-129 , if the amendment process is completed before the Scheduled Visa Interview Date? Please note that DS160 was based on Previous details, but the documents we present to VO are different, will this cause a confusion ?

should she go for H4 stamping while amendment is being filed?
