Filing h1b cap-exempt from india, Will I be eligible for premium processing??

My h1b was filed in april 2018, it was approved in Dec but unfortunately only for 2months..now my manager is saying me to file again for cap-exempt.. I stay in India, n I will be filing from India..my company immigration team is saying only who are filing from US is eligible for premium processing but I can't.. is it true? Does it matter from where Ur filing?

Premium processing or PP is suspended right now for most petitions. Some of the petitions that are eligible for PP are EOS i.e extension of status for the same position/employer or cap-exempt petitions filed by non-profit institutions. As you are not in USA (hence not eligible for EOS), your immigration team might be explaining you in a different way that you are not eligible for PP.
