RFE on H1b Amendment is pending for more than a year!

Hi all, I have a unique situation here, I got my H1 approval in Dec 2015, We applied for Amendment in May 2016 for location and role change. We received RFE on the same and we responded the RFE in Nov 2016. Since then my RFE status shows "Response To USCIS' Request For Evidence Was Received". I created account with uscis site where the status shows "Notice of representation is updated". I have raised 2 service request with USCIS saying that case is outside processing time and havent received any response yet. My employer says that he also has not received any update yet.

So it has been 14 months since we responded to RFE and we still havent received any response. Any thoughts on this ? Thank you.
