GC Initiation post H1 B Max Out

Hello,

I left USA on June-07, 2018 just one month before my H1B was supposed to get MAXED out i.e. on Jul-14; 2019. I'm currently working in Canada for the same employer / same role just changing geography/location. My Question is - Can I request my employer to file my GC now while I'm in Canada (physically outside USA) and, my H1B is already maxed out. Will the one month left in my H1B (Cap Exempt) will help facilitate the GC request.

Yes. GC has very little to do with your presence in USA. There is no such requirement for you to be present in the US.

Sure. GC and H1 are independent.
