H1B extension based on approved I-140 has been rejected. Can I file H1B through new employer immediately?

Thank you for your time in advance. My company filed for H1B extension based on approved I-140 and the visa extension request was rejected.  My 6 year term has ended on December 9th, 2018 and I have no years left on H1B. I saw the rejection online, I have yet to receive paper notice from USCIS. I have applied for H4 and H4-EAD, but that has not yet been approved.
 
1. Can I go to a new employer and file for H1B immediately?
2. Will this have to be a new H1B or H1B transfer?
3. If the new employer files for H1B, can I start working right away or wait till the H1B gets approved? Or just wait till receipt?
