Cool off Period for H1-B after completion of 5 years of L1-B

Hi,

 I have stayed in US for 5 years, that gets completed by Jan-2019. I would like to apply for H1-B in April 2019, and enter  US in Feb 2020. Will my cool of period reset?

 Do I need to stay 1 year outside US to have cool off period completed before applying for any kind of Visa(L1-B, L1-A, H1-B) or I can apply for visa but travel after 1 year of cool off period. In the above example, do I need to wait till Jan-2020 before applying for any visa. Please guide.

The clock would not reset.

The clock ONLY resets if you are abroad for at least a year before a new petition is FILED.
