I797 b approved but rejected while stamping in US consulate in India. Another US employer B applied for out of quota H1 B application in 2013 based on previous unused approved petition. Petition approved in 2014 but I never got visa stamped or travelled to US. Visa expired in 2016. Can another employer C apply for H1B considering previous unused I 797B that expired in 2016.
