Company merged, H1b Extension - PP

Hi,

My company is merging with other 3 companies into a brand new company (under a new name). And the new company confirms that it will take all immi responsibilities from the old ones, which makes it the successor in interest. And we are informed that due to this fact we don't need to amend H1, the only thing needed to be done is the company will put notices in the public access files. 

Next year (Feb 2019) I'm about to start my H1b extension. I was wondering that if I can still use PP, cause I am supposed to file to Vermont Center and I am not sure if this is counted as a change that excluded from PP. Except for the company merge, everything is the same.
