J1 Pediatric Oncologist - GC Husband - Hardship waiver

Husband(myself): Green Card (received 03/2015)
Wife (Fellowship):  J1 (2nd year, graduating 06/2020) 
Kids: 3 (Age 8, 5 and 2) (US citizens)

Objective:
1) Avoid J1 waiver job requirement for wife after Fellowship.
2) Apply GC for wife.

Questions:
1) Can I apply for hardship waiver?
2) If so, how long does that process take?
3) When can I apply GC for my wife?

I would urge you to run this by a Lawyer, maybe the firm of Murthy. Avoiding the 2 year HRR and the waiver job may be difficult. You do realize many big cities have Hospitals with waiver jobs. Example as they are supposedly in an under served area. . Mt. Sinai in Manhattan.
