Which is better to add Dependent , Post I140 Approval or Pre ?

Hi All,

I am trying to find answer to this situation.

I140 is not yet approved. 

I140 and 485 all are submitted already. EAD / AP approved and awaiting renewal.

If i want to add dependent on my application who is living outside of USA , what is the preferred approach on this situation ? and how much time it will take. I am certain i should not do it post AOS as i believe it will take few years for dependent to join me. But what are the timelines in other cases ? 

can someone please help with the answer here. I tried searching but getting way too many different answers.
