H1b is pending can I file new H1B once I-140 is approved

I have H1b is extension with amendment is pending filed in normal processing in Oct 2018.

This extension is for my leftover period for 6 year max out which is Feb 2019.

Can I file new H1B once I-140 is approved while h1b extension is in process? or  Can I amend h1b extension which is already in process with I-140 approval?

Please advice, its bit urgent.
