H4 to F1 Visa

Hi.. My wife recently got H4 dependent Visa but still in her home country. Can she now attend F1 visa interview before coming to USA? What happens if F1 got rejected? Can she still come to USA on her H4? Or does she needs to apply for H4 again. Please respond to this. Thank you.

She can go for F-1 visa stamping. If her H-4 visa stamp is not cancelled by Visa officer when she goes for F-1 interview she can use the same visa to come to US. If her H-4 visa is cancelled during F-1 interview and F-1 visa gets rejected then she has to go for H-4 stamping again.
