I have a valid H1B till 2021 December with Employer A. I got a new job offer from Employer B and employer B wants me to start working on the receipt. In case my transfer is denied can i go back and work for employer A since i have my H1B visa valid till 2020 DEC(Employer A will not revoke my H1 visa)

Employer A is required BY LAW to inform USCIS that you no longer work there. This is mandatory.

If they don't inform USCIS the employment didn't properly end and the employer would have to continue to pay you.

If they want to hire you back later they would have to file (and pay for) a new H1 petition.
