H4 Stamping without H1B visa stamping

Hi Team, 

My H1B was approved this year and it was a COS from F-1 to H1B. My wife was also here with me on F-2 when the change was approved.
I'm not planning to travel yet, therefore will not get the stamping done. However, if my wife wants to travel and get her stamping done - will that be an issue?
Question - If my wife were to travel to india and go for H4 stamping (without me or my stamping done - since my visa stamp is still F1) , will there be any issue at all?

No issues. She can go for H-4 stamping.
