H1b visa denied after RFE

Hi,
My wife's employer in india applied H1b visa this year, it got picked in the lottery. Later on employer received the RFE to which they responded in Nov. I am seeing below message on the USCIS portal for her case-

"On December 3, 2018, we denied your Form I-129, Petition for a Nonimmigrant Worker, Receipt Number XXXXXXXXXX....."

I want to know what should be the next steps.

There are no next steps. The H1 is gone. She should find a better employer for next year.

They rejected the H1-B petition so next time find out a good company and go through the lottery process and file again

If the employer has enough evidence, they can try to appeal the case.
