H1 to H4 COS

Hi my H1 is expiring on May 2019. My project is ending my this Dec end and planning to apply COS from H1 to H4. I have below questions

1. I am planning to resign my Job. Can I apply for COS now.
2. If i get my receipt before my end date of work can i still continue working.
3. Can I stay in US in the duration of COS.

1. Do it in October and you can continue working till the H1 expires.

3. Yes. Faster to leave in December and return with a H4 visa if you want to do that.

2. Yes, you can continue working as receipt is not a apporval for COS.
