H1 Re-Apply after the extension denied and i94 expiry

My i-94 expired a month ago, and now my h1-petition is also denied. I am having my i-140 approved. Can I file my H1 again remain in the country or do I need to exit and file petition ?.   Also is there a possibility to file the petition by a different employer ?. To file  H1 do I required to be out of country irrespective  of the employer A or B
