Time Frame to recapture Unused H1B (6 - 2.7 yrs = 3.5 yrs) period

Hi,

Worked on  valid H1B visa from October 1st 2015 to Aug 31st 2018 (2.7 yrs) in usa and then moved to india for personal issues. In future, still how long or years i would be eligible under cap exempt to recapture the initial H1B Cap (remaining 3.5 yrs) with any employer ?.

 I also holds valid I-140  (approved on Feb 2017, not yet revoked by employer).

Does the timing start from the day of initial petition approved (oct 1st 2015) or the day when my prior h1b expired (Aug 31st 2018)?
