EVC H1B initial stamping in Canada?

Hi,

My H1B has recently been approved and I was wondering if I could go to Canada and get my Visa stamped in the same country prior to my return to the Unites States. Would you let me know if it's a feasible option and a logical/safe thing to do? I've heard that administration process is quicker in Canada than in India, in case of additional documents requirement by the Visa officials. Is it true? Also, are there any other countries I could go to apart from India for my H1B stamping?

The current nature of my job is EVC ( Employer - Vendor - Contractor )

For mg first EVC H1B staping in 2012 I went to Vancouver Canada. I feel now also they do first time H1B visa stamping but getting dates are tricky now. Secuirty wise it is safe place but no one can give you sure shot answer about how much time it will take for 221G, length of 221G process. Every case is unique but there is general feeling that 221G processing is quicker in Vancouver Canada then India. I also saw few old 221G cases who got stuck in Vancouver for many months....
