Visitor Visa for my wife

My Wife travelled to india and her H4 visa got expired.  My H1b extension is under progress and it may take around another 5months to get the decision as i filed in normal and i cannot make it premium now and she cannot go for H4 visa as i dont have approval notice.

Is it possible to file visitor visa for my wife, if so what should be the best way to file and proper reasons to do it. How can we do that?

Simple answer is "NO", she need to wait until your H1 is approved and apply for H4, unless she can apply for her own H1 or F1
