Please Help - H1B Appeal Sustained but did not receive the approval notice

Hello

USCIS denied my 2017 H1B petition and we appealed earlier this year. AAO sustained the appeal in October and updated the status on USCIS website that they are sending all the documentation to Vermont service center (VSC) for completion. The following week, we received the mail copy of AAO decision. It's almost been a month and we haven't heard nothing from the VSC yet. 

When can I expect my I-797 (approval notice) to arrive? Can I start working immediately or do I have to wait for approval notice?

PS: I'm on F1 CPT and sick of paying thousands and thousands of dollars over 5 years for education.
