H4 EAD cases are not picked up in order they received

Hi,

 

I have submitted request for new H4 ead during aug. I can see, most of Aug and half of sep cases are approved based on trackit website but I do not see any update on my case. USCIS claims that, it process cases based on received date.  I tried to raise SR but got reply saying SR can not be created since it is under normal processing time. I tried to call uscis but not able to connect with them over call.

 

Any suggestion or any idea why case is not picked up so far and what can I do ?
