My friend had visa from XYZ company in valid H1B from Oct 2013 to Sept 2014. He got it stamped but never traveled to USA.

Now, after 5 years in Oct 2018, he has got an offer from start-up from USA.

Can he use his previous H1B from XYZ company with cap exempt and start working immediately? Or need to submit new application and go for possible lottery in April 2019 and start working after Oct 2019?
