H1B transfer after you move to a new company

Hi,

I am under Stem extension of my OPT, which expires in June. I filed for my H1B this year and got awarded but my H1B has not been approved yet. I actually received a RPE last week. I was planning to respond to this RFE and them move to a new company under my valid Stem OPT/ EAD card. If I am not employed by the company that filed for my H1B when it gets approved, can I still transfer it to my new employer after approved?

Is this high risk?

The H1 can only be transferred after you have started working on the H1 for the original employer.

Also, if you leave the employer, the employer by law has to inform USCIS of that fact, which would result in denial of the H1.
