H1B RFE on third party placement of stem OPT workers

Hi all. I recently received an RFE for " beneficiary is working at a different location than the stem employer's place of business". Anyone got this RFE. My employer address and client location are different.CE OF BUSINESS

On OPT, you can not work at a client location anymore. That went through the news.
If you were working at a client location you were out of status.

"if certain requirements are met"...

In particular, training requirements (the T in OPT stands for training...) and employer-employee relationship.
