My Wife's H4 is under review and i am trying to apply for change of Employer

I am having query regarding this issue. My H1B extension was approved and i applied for H4 for my wife in sep 2018. The H4 application is still under review. can I apply for H1B  - Change in Employer and include application for H4 as well?
