My employer is not willing to pay as per LCA

Present i am getting $40000 per year. Recently my H1b got approved. My LCA shows $85000 per year. Now my company people doesn't want to pay me as per LCA, moreover that they are asking me to pay the taxes for $85000 from my current salary ($40000). I am totally confused.  

Please give me your suggestions.

What kind of employer are you working with? Log a complaint to USCIS, they usually keep your complaint confidential

This is against law.With which company are you working? You can file a complaint with DOL, also you could contact a labor attorney and sue the company.

If you are employed by some desi consultancy (which looks like from your description) and you had made a "deal" to file for your H1 and accept lower pay- that's what happening with you. As other experts have suggested above, file a complaint and find a real employer and real job.
