Should I mention my brother in law as relative in DS-160?

Hi,

I am currently filling my DS-160 form and I have some confusion about following question in it:

Question: Do you have any immediate relatives, not including parents, in the United States?

Confusion is, my brother-in-law is also working in USA on H1B visa. Should I mention him in my Relative Information section as 'Sibling', since there are only options of: Spouse/ Fiance/Child/Sibling?

Immediate relatives are parents, spouse and, siblings and children. The question excludes parents.
In-laws are not immediate relatives. If he is in the US, I would assume that his wife, your sibling, is also in the US, so she would have to get listed.

Brother-in-law also can also mean unmarried brother of your wife.
