Stamping before 3 months of expiry

Hi ,

My current H1B Visa is Valid until    : Feb-2019
Recently h1b extension approved until : Feb-2022

1. Can I go for Visa Stamping/renewal at the end of November 2018 to Mexico ?
2. If Visa gets approved , will I be getting new stamping from the visa approved date in Nov 2018 to Feb 2022 ?  
3. What are the options in case a 221g ?

My idea is to go for stamping when I still have 2/3 months of Visa.

Use latest i-797 approval for stamping to get validity on passport until 2022. You may go to mexico. No one can predict about future (or) 221G.

Fill in new extended I-797 details in DS-160. You should be good as long as you have all the docs.
