H-4 visa denied. Need help

My wife's H-4 got denied today. She is working on H4-EAD as full time employee ( in another state than mine) and the VO asked her the following questions:

1) where does your husband live?
 She mentioned TX
2) where will you be living in USA?
She mentioned she is going to live in CA as she has a job there. 

VO said that I cannot issue you a visa since you do not intend to stay with you husband. So then she said that will be go to TX 1st then then go to CA.

On this note the VO said you are changing your story and she gave a 214B. 

It looks like brining my wife back to USA is a far fetched dream now  
Please suggest what I could do from my end to bring back my wife to USA.
