H1B APPROVED BUT CHANGE OF STATUS IS DENIED, CURRENTLY IN OPT STEM EXTENSION, SEVIS IS COMPLETED DUE TO H1B APPROVAL

Hi, My H1b (I797-B) approved on Oct 3rd 2018 till Oct 31 2018 (28 days). COS was denied mentioning that I was Out of status when application was filed. I was never Out of status, as didn't travel to India during processing of application. I was on Opt extension which is valid till Jan 2019. My Sevis completed and reason listed is COS approved. 

Can I apply for H1b extension and COS staying inUS? Do I have to leave the country?

 

Not sure what status I am on right now and what my options are. Please help me with this.
