EB2 Vs EB3

Hi,

If someone has approved EB3 - I140 with PD Feb-2011 by employer A. 

Switched to Employer B

If employer B willing to sponsor (with possibility of retaining 2011 PD), would EB3 faster process compared to EB2 (considering recent faster movement and less applications in EB3 category during years 2009 2011)?

Based on April-2018 I-485 inventory, 15,826 EB2 applications are in process compared to 450 EB3 applications. 

Can you pls. advise would EB3 better compared to EB2?
