H1b withdraw before 10/1

Hello,

I am currently in F1 status and got my H1b approval in May 2018. However, my former employer decided to withdraw her petition before the H1b comes in effect, and submitted the withdraw request to USCIS this week. My school instructs me to provide official withdraw notice from USCIS to submit updates requests on my SEVIS records. 

I have two questions,

1. If I receive the withdraw notice later than 10/1, can DSO be able to help me updates my status back to F1 without having leave the US?

2. In such circumstances, am I subject to quota if I find a new employer who is will to sponsor H1b?
