H1 to H4 COS while I140 pending

Hello

I am awaiting approval on my NIW I140 but my H1-B is approaching the 6year limit by the end of the year. I am thinking to file H4 COS based on my spouse's H-1B. My question is as follows:

1. Can I file for H4 COS while my I140 is still pending?

2. If I can indeed file H4 COS and if its approved, Can I travel oversees with the approved H4? Will it affect my I140?
