H1 Transfer using Receipt Notice?

Hi 
I am in Company A with H1b , i94 valid till July 2020 . 
If I go on join company B on receipt then 
after 3 months Will I able to go for H1 Transfer with Company C using Receipt notice of Company B ? 
(Company A will revoke its h1 within 30 days)

Once you join B, any petition with C will be for consular processing unless the petition with B is first approved.
