h1 transfer while on h1 xtn receipt notice

Hi, my current status as below -

=> h1-b expired as on 08/07/18, h1 extn applied via regular processing with receipt dt as 07/15/18, working for client xyz as contractor, contract ending by 11/02

=> employer-b offering full-time and willing to sponsor h1-b, employer-b location more than 50 away from current client, mgmt working for approvals in hierarchy, mgmt not much aware about h1 rules, hr round pending might happen in a week or two

pls clarify on following scenario -

- can employer-b initiate a h1-b transfer considering my current status?

- can  lca/h1-b amendment be initiated by employer-b?

- since no expedited processing as on 09/11-18, if employer-b initiates a transfer; it has to be via regular only. is it advisable to join on h1-b transfer receipt notice with new employer? need your opinion pls..

- if employer-a h1-xtn results in RFE; will h1-b transfer result into issues, assuming i hve already joined employer-b and payroll with employer-b has started?

- if h1-b transfer results in RFE, will it be solely related to employer-b related queries only?

- my friends are suggesting to check for consular processing with employer-b, i have no idea what this is. can any one throw some light if this is applicable to me at all?

After a long time, i will almost receive a full-time offer with h1 sponsorship. but my current status is plaguing me.

i want to make up my mind by knowing the facts rather than having immature hopes. not wanting to be entangled in immigration hassles which can destroy all hopes if not done right..

would appreciate if you all share your views when you have a chance pls.
