What is the effective date of no RFE memo? Petitions received by USCIS on Sept 11th or from Sept. 12th

Hi, 

My H1 Amendment / extension petition reached USCIS on Sept. 11th? Will the no RFE memo apply to my petition if all initial evidence is not submitted? 

The verbiage in the memo seems ambiguous since it says memo is effective Sept. 11th and applies to all petitions filed ‘after’ Sept 11th. Not sure if after Sept 11th here can be implied as for petitions received by USCIS from Sept. 12th onwards?
