Apply I-140 while H1 transfer is in progress

Hi,

I am currently working with employer A on H1B, while My PERM was applied by employer B considering future employment with them. My PERM is now approved, I will be initiating my H1 transfer to employer B and since premium processing has been suspended for H1 transfer and normal processing will take more than 5 months,

1) Can I start working with employer B with the petition number of the H1 transfer ?

2) If I can work with Employer B, can employer B apply for I-140 in premium even before my H1 transfer gets approved?
