I94 and H1B visa expired, currently in Canada, does US Embassy in Canada issue F1 visa for my second master's program (I have the initial I20)?

Hi,

I94 and H1B visa (6 yrs) expired, meaning out of status, so left on the 30th day, now in Canada (visit visa) with an I20 from an accredited university. I am about to apply at the US Embassy in Canada for the F1 Visa.  I have the following questions:

1. Does US embassy in Canada (Vancouver) issue F1 visas?

2. This will be my second master's program which begins by the first week of October this year.

3. If pt 1 is not possible, what are my options? I am an Indian.
