H4 stamping during H1 transfer pending

My family traveled to India while my H1 transfer in Pending.

Now my H1 transfer denied and my employer refiling New H1 in regular processing.

I have a approved I797 & valid I-94 with my previous employer valid until 08/20/2019 but he revoked my H1b petition in May 2018.

Is there a way my family can go for stamping before my new H1 gets approved ?

My child holds a US Passport , if she stays more than 6 months outside USA , DO I need to let anyone know in India/USA ?

They cannot go for stamping as your transfer is denied and your existing H-1 has been revoked. You need to have a new H-1 approved before they can go for stamping.

No need to inform anyone as long as the kid has a Indian visitor visa or OCI.
