Amendment Denied -Return to India - New Amendment need to wait until approval

Dear Murthy's Attorney,

I am Working in Company A and I got H1B visa until July 2019 for Location L1 and my client want me to work in different location we applied amendment for new location L2 which is denied. My company attorney asked me to leave the country in 10 days time and they will re apply the visa after 6 month under cap exception.I came back to India

Question:

1. Do I need to wait 6 month to apply new Amendment ?

2. Do I need to wait for Amendment approval to come back US for new job ? or I can travel with the acknowledgement as I have valid H1B - I94 till July 2019 ?

3. Can I transfer my H1B with other company ? Do I need to go for stamping again before travelling to us even though I have valid visa ?

If you listened to the attorney once (returned to India), I'd continue to heed the attorney's advise and remain in India following the denial. 

Perhaps work in India.. where you have authorization to work.. for a few years and not be desperate to get into the US?
