Multiple H1B, H4(COS), H4 EAD simultaneously-URGENT

I'm working with my current Company A(consulting) and have Full Time opportunity with Company B. 

Can 1 and 2 (below) be filed simultaneously (same week) with same or different USCIS Service Center in Premium Processing.

 

1. Company A file my H1-B Extension+Amendment (change of role), H4(F1 to H4 Change Of Status), H4-EAD for my spouse. 

    and

2.Can Company B file my H1-B Transfer+Extension, H4(Change Of Status), H4-EAD for my spouse.   

 

I heard multiple H1B Applications can be filed, but not sure if multiple I-539 Forms(H4) applications can also be filed simultaneously ?

The reason I'm doing multiple is because I wont be eligible for Premium Processing with my current Company A as I am doing amendment of Role.

Also, post Sep 11 there is No  RFE Rule, so I don't want to take chances.

If multiple applications cannot be filed simultaneously, please suggest me how to proceed.
