H1B RFE, suggestions needed

My brother H1B was picked up in H1B lottery this year and he received RFE. The RFE reason is "Multiple locations not included on LCA" because In cover letter, it was mentioned that beneficiary working off-site;however it is mentioned that beneficiary will be working in-house on I-129 form. Accordingly, USCIS asked one or more LCAs , that were certified on or prior to the filing date of I-129 form, for all locations where beneficiary will work.
Any of you received this kind of RFE before and suggestions?Thanks
