H4 visa denied due to fraud or misrepresentation (affected husband H1b visa too)

Wife went for H4 visa interview in Delhi consulate. Did Arya Samaj marriage in Ghaziabad. Social wedding is yet to happen.
They denied her H4 visa and mentioned reason as fraud or misrepresentation because they believed that marriage didn't happen and arya samaj wedding is not valid as there were no pheras.
They forced her to write on paper that we didnt took rounds around the fire.
H1b visa is also cancelled now.
Can you please suggest what should be the best course of action in this situation?
