New H4 Visa Stamping

My Husband's H1 got approved a week back for the first time. He was an F1 student before this. He is still in the US and hasn't travelled outside the US to get his H1 visa stamped. He only has the H1 approval letter from USCIS but no visa stamp. I am outside the US right now. Can I apply for an H4 visa without his H1 visa being stamped? Please advice.

Thank you for the reply. What is meant by an appropriate I-94. I-94 is just the document showing entry and exit dates? Can you please clarify. Thanks.
