He is still in the US and hasn't travelled outside the US to get his H1 visa stamped. He only has the H1 approval letter from USCIS but no visa stamp. I am outside the US right now. Can I apply for an H4 visa without his H1 visa being stamped? Please advice. Thanks, Link to comment
